Groundwater is the water that fills the saturated zone underground and feeds wells, springs, and many streams. In Utah it is administered by the State Engineer through the Division of Water Rights — meaning a property owner cannot simply pump as much as they want without an approved water right. Groundwater is recharged by precipitation, snowmelt, and surface-water seepage.
